Delivery - What is the requirement for delivery? Page 21 it states either A. Inside delivery, B. Spotted delivery, does this apply to office supplies such as pens, notebooks actual supplies or is that referring to items that need to be assembled and placed? This is our standard boiler plate information. Inside delivery would apply to pens, notebooks, etc. Please note that no delivery or shipping charges are allowed on this bid per the bid specifications.

SCOPE OF WORK:
This is an indefinite quantity contract pursuant to which the Contractor may perform a series of individual projects for Co-op Members of the ESCNJ, at different locations within the Contractor’s primary geographic region. The bid documents include a Task Catalog containing HVAC Service tasks with preset Unit Prices. All Unit Prices are based on local, material and equipment prices and are for the direct cost of work.
The Contractor will bid two Adjustment Factors to be applied to the Unit Prices. One Adjustment Factor for performing work during Normal Working Hours and a second Adjustment Factor for performing work during Other Than Normal Working Hours. The same two Adjustment Factors shall apply to every Pre-priced Task in the Task Catalog.
The Contractor will develop all Proposals in accordance with the Procedure for Developing all Proposals and Purchase Orders set forth below.
Each Purchase Order issued by a Co-op Member will reference the Detailed Scope of Work and set forth the Project Completion Time and the Purchase Order Price. The Contractor shall complete each Detailed Scope of Work for the Purchase Order Price within the Project Completion Time.

CLARIFICATIONS
I understand respondents may bid by Category, but will bids be considered if some of the lines in a category are N/A? Schaefer does not manufacture a 45-gallon cart, nor do we attach 12” wheels to a 65-gallon cart, but we do wish to offer pricing for the other wheeled carts.
Please bid the products you offer for consideration and put a N/A for the pricing column on products you do not offer.Regarding delivery, it is industry standard for carts to be offloaded by Sanitation or Public Works staff at the designated location. While we can include freight costs in our proposal, we are unable to commit to handling the containers upon arrival at the delivery location. Are these delivery terms acceptable?
All bid prices for materials, goods and supplies are to include all shipping, freight, delivery and handling costs, so you must provide such.Freight: Freight quotes vary greatly depending on the final delivery point, for example its more expensive delivering to North Jersey than South Jersey due to additional traffic, tolls, etc. In addition to that, freight rates are constantly fluctuating with the price of fuel and market demand. Lastly, the delivered cost per container is varies based on how many is ordered. For example, if a freight rate to one location is $2000 and they purchase 500 carts then the delivery cost per cart is $4.00. However, if the freight rate for $2000 and they purchase 200 carts, then the delivery cost per cart is $10.00. How would ESCNJ suggest we propose one delivered price for the entire state without potentially impacting the delivered price substantially for all members?
All bid prices for materials, goods and supplies are to include all shipping, freight, delivery and handling costs, so you should price accordingly. You may bid different pricing for each item per county, but you may not submit more than one price per item per county.
Pricing: Will ESCNJ please clarify the duration that the price needs to be held for?
If awarded, the contract will go into effect on 8/1/2022 for a one year term through 7/31/23. If the ESCNJ and awarded contractor mutually agree to an extension at that time, price increases are only allowed at the time of possible extension if the manufacturer has a price increase. This price increase must be approved by the ESCNJ prior. Manufacturer price increases must be sent to the ESCNJ on authentic manufacturer letterhead and signed by a person of authority from that manufacturer.
Are you able to confirm the current vendor is providing offloading services for the carts and/or containers?
We have not had any issues brought to our attention as to the current vendor not fulfilling their contract as dictated by the terms of the contract and award, including but not limited to the offloading services.
It’s highly unusual for a customer to request this type of delivery, but if one may do so, we must account for that in the pricing worksheet, which will drastically increase the unit prices. Is it possible to list offloading as an optional service rather than a requirement that must be factored into the unit price to benefit municipalities equipped to handle offloading?
No. Pricing must be bid as requested.
